Hi Rachel it is true that magazines are intellectual property of the publishers. However, there are some instances where fair usage applies in the creation of art using magazine and other printed media.
As stated, It's called transformative use and art has protections for fair use. If you understand the legality of it you can absolutely sell it without repercussion. Andy Warhol, Roy Lichtenstein and Shepard Fairey are prime examples
These are Gel plate print transfers. I have a video on the channel with detailed step you could check out. :) Ideally it's best to let the image dry in-between transfers as it picks up cleaner and a lot better as well.

Acrylic, yes.
These prints must be made with glossy magazines & not all of them will work. They should also be high contrast.
