DP had a moratorium, but legally the court sentencing for each DP case had to go through the motions each time to get the DP overturned based on the moratorium. So this was the one time Inslee actually saved us money (this is all documented since 2003). There is no more DP in WA because Dave Reichert effed up this investigation so badly that Maleng had to work a plea deal and after that no other criminal could meet standards for DP since Ridgeway didn't. Also, LOL Inslee didn't do anything to the DP in the 90s. We had the DP up to mid 2000s until the moratorium started.
Reichert met with family members of the victims to let them know they could either seek DP or they could take it off of the table in exchange for more victims being found and laid to rest. The greyhound bus had dropped us off there in the middle of the night and it was closed. I watched him through the window of the bus station as he bear hugged her and lifted her off the ground and spin around and hug her all the way to his camper truck parked right next to the window. He seemed to be like an uncle of hers I had figured someone she knew While he was putting her in the seat though she was twitching very strangely and she immediately fell over asleep.They drove off. We didnt know there was serial killer lurking in Seattle bus stops and was surprised to see him on the news years later after he turned himself in.
