Retro Gaming Guitarist I think they both use the same soundfont.

They both use FM Synth after all, the only difference being the chips they used. The Mega Drive/ Genesis used the Yamaha YM2612 and the Outrun arcade board used the Yamaha YM2151. They're similar but cannot produce the exact same sound.
