Most modern destroyers are identical in size with some WWII cruisers, yet they’re still called destroyers because they usually play supportive roles in a fleet, such as anti-air, anti-sub and etc. Russian cruisers tend to be flag ships of their fleets (while US form its fleets around carriers), these vessels are usually at the commanding position, they also have good capability of fighting on their own. As for US Ticonderoga class cruiser, they’re not really a good example because they were originally designed and categorized as DDGs, but then switched to cruisers because of political reasons XD
