I don't recommend playing Manadiver if you don't have Noa. I think Yamato is generally a better choice, but Doctor with Sylph is also good. If you insist on playing Manadiver, I've played this setup with Fraux FLB over Noa, but it's pretty uncomfortable because you can't clear 5 CA and you can get stuck if you get 3 dispel repeatedly.
