Light literally could have just controlled the task force members to go and not went, then defeated near using a drone strike or a raid. Both of which he can easily realistically manage getting considering his resources as kira. Light literally could have just had mikami keep a page of the notebook, which would have solved the takada situation. And we don't even get light's inner monologue about how near could control mikami using the notebook. If Near didn't control mikami, the level of plothole and stupidity on the part of light and mikami is insane, to the point of mikami not even testing the notebook before going to the meeting. Light literally admits himself his entire plan falls apart if near just... tests the notebook. Near could search mikami's bank for the real notebook at any time, and mikami's usage of it in public is supposed to confirm to near that mikami is the person aiding kira but in reality it's more likely to just make near search the bank since the usage of it in public could arouse suspicions. Light is risking his life on near just not searching the bank which he could always do.
And that my friend, is called plot armor. Obviously Light couldve just brought several papers of the DN in his pockets for back up, but he didn't because they had to make Light lose. Either way tho this isn't even his best strategy. It's the L isolation strat
Your thinking about MT Near which has been debunked and can't happen in canon. The reason we didn't see Lights Monologue on the possibility of Near manipulating Mikami with the death note is simply because it is literally not possible. Death Note rule XXXIX: states that, "Humans that have traded for the eye power of a god of death will see a person's primary life span, and will not be influenced by the Death Note." So it's not possible to manipulate someone with the Shinigami eyes using the Death note. And Near already deduced Mikami had the Shinigami eyes and likely read rule #39. On top of that Light also deduced Near's knowledge on Mikami and his shinigami eyes, both likely thought of that possibility but ruled it out of their plans entirely because of it's impossibility.
