Sandford is the name of the Town used in English Police Training Scenarios. There are real places called that, but it was used as an in joke for the film.

They had to go with a comedy but British cops are a dam joke. You can't make a serious show about Boy Scouts with badges.
Watch Red Riding. It is closer to the truth. Hot fuzz is more "home counties" police.
