I would be possessive of my employees too if I paid them so much out of my pocket. And he is right. Harvey doesn't tell Donna 90% of things. She either listens in or observes and figures it out herself. (He should tell her stuff himself tho. Boss or not, they are a team and he should tell her so she can have his back and do her job) In the next episode, he claims it bothers him but I never saw or felt it. And it doesn't bother him enough to want Donna. So... Whatever. Unlike most fans, I am not that desperate.
oh please if you didn’t feel it that’s on you, he was bothered because her focus was somewhere else, meaning not on him, she was still doing her job well and not only did he admit it bothered him, stephen also knew it bothered him which is why he brought up donna in one of their discussions (and no there was absolutely no need to do that of this was only professional)
it seems to me you're doing too many mental gymnastics to not see it. The way he snaps at her when he accuses her of working for Stephen says it all. That was him being personally bothered and she was surprised by the intensity of it so she decided not to tell him about her relationship.
