the reason it's more accurate to promote to a rook is that, after the immediate capture, you only lose a rook

I'm not sure engines work that way. Rather they evaluate positions with the remaining material only, not what it has lost. Such minor variations in the evaluation may just be caused by the different depth of calculation for each line, tho they are similar
