There are still SF1 characters that doesn't even have a proper story: Retsu and Lee are connected to other characters (Retsus is a good friend of Gouken, Lee is the twin's uncle), but besides that, What we know about them, Geki, Joe and Mike is from the CFN portal, because CAPCOM decided to give every one with a face on the games a quick bio. And believe or not, SF1 birdie is the same guy as SFV/SFA Birdie.

I think the crossover jail thing is meant to refer to characters who used to have their own series but only really appear in capcom crossovers anymore. For example, Darkstalkers characters Dhalsim's skull necklace are also said to be " those of village children that died during a plague." The idea behind the skulls are Kapalikas which are often associated with cannibalism
i think Tekken x Street Fighter idea eventually became Akuma in Tekken 7. along with that, they also introduced Geese, so it's probably an expanded idea

Norimaro actually almost got fully implemented into the international versions of MSHvSF. Some of his graphics actually got localized, albeit unused. Also, regarding SF vs. MK, Ed Boon (co-creator of MK) expressed interest in adding a SF character in a MK game, but Capcom said no.
