Ok new home owner..this house was a rental property... the people that used to live here didn't care about the lawn.
I'm probably late so when should I start putting 007 and the starter fertilizer

I would probably hold off on the 007 until next spring because if you want to do some seeding in the fall, the application may prevent you from seeding. If you are just getting started I would probably just get a fertilizer like milorganite. It's the easiest to put down and you don't have to worry about burning out the lawn. You should see good results about 10 days after applying. Just make sure it gets watered in after you put it down. The time to really get after the lawn is typically going to be near the fall. I live in Indiana, so right around Labor Day is when I really start fixing up the yard.
