Probable cause is not the proper burden or proof for an investigative stop nor is it necessary for removing your weapon from the holster. Terry v Ohio set the standard at reasonable suspicion, which is a much lower burden, for an investigative stop.
@@baddriversofthenorcalarea500 I recommend reading reports by other officers, especially detectives, at whatever agency you end up at. You'll pick up lots of tricks and good verbiage to make your reports clearer to the trier of fact.
