my last assigned patrol car I had a Touch Master Delta Siren (standard equipment) plus a Whelen Alpha Siren I installed as a secondary siren (so I could run wail and yelp at the same time or other combos) then my dad's old Federal air siren he used back when he was a deputy sheriff in the 1970's. Great times.
Our cities simply aren't loud enough to warrant such a device. Our emergency services would be more efficient in traffic if ambulance and fire crews could legally direct drivers through red lights and if the general public were more aware of their surroundings when driving. The increase of distracted drivers due to such things like being on the phone don't exactly help the situation either.

NYPD vehicles have rumblers installed on their service vehicles which helps in creating higher noises at the front of the vehicle which is used to direct traffic away from the incoming vehicles (e.g : Helps moves alot of vehicles aside) whereas the standard British panda van doesn't.
Rumblers are actually to give a physical feeling to the siren tone. When the rumbler is on behind your car that lower tone is like a really bassey car speaker, you can essentially feel it. Works wonders in NYC where sirens can get easily drowned out by other street noises.
