5e ruleset with the Greyhawk setting works fine. I had no problem running a Bandit Kingdoms campaign for 3 years using 5e. But I also limited race/class options to match the Greyhawk setting I wanted to run (which is in the era I call "prelude to war", with Iuz making big moves prior to the all-out Greyhawk wars).

There is a ton of stock art out there for very reasonable prices. You just have to be diligent and seek it out.
