The pulser icon does tell you what it's for, but it can be a little difficult to recognize as a bumper. It's easier when you see the thing on the ground. Side rack items have the whisker plot thing to one side, seat rack items sit in an angle bracket, roof rack items get a bracket on either side, I guess to suggest a top-down perspective. Pufferfish are car navigation challenges. Try and run into them with the car and they'll drop a glittering boulder and zip away to somewhere else. Repeat a few times to get the big prizes. They're generally not worth it until you have the roof radar going or some seriously cranked navigational tools - like jump jack and turbo and antigrav - because they absolutely book it over arbitrary terrain.
it is very weird that the F.A.X. machine wont let you read or play entries there, that does seem like a waste. As a Canadian its not TOO hard to tell when its a bit doing the "as an American" because usually if its someone whose being actively discriminated against by the culture its easy to see as satire. 1:09:30 friendly dumpster is definitely a middle aged dude with a shed full of junk who just gives you stuff when you need it for a project
