Perhaps if you sort out the Wipers it'll help you acclimatize to the logic of the Quirks? I don't think the game is lying to you, though.

Chain quirks suck, I'm not sure the quirk mechanic is actually fun either. When X makes X happen then X makes something else happen, it's hard to figure out. In her case it's X makes the wipers switch on, then the wipers activate the dome light, I had an important part of the story ruined becuase the horn was beeping constantly during emotional story dialogue. Took me right out of the moment.
