Built in, that is true but even the Wii U can if you use a USB External DVD Drive. (I personally tried a External DVD Drive and it worked on my Wii U) This might work on the Wii Mini if the WiiMC usb drive can be unpluged and replaced with a External DVD Drive or if WiiMC supports hubs (I don't have a Wii Mini though)
All these other comments are making me bring up a question, as I own an unmodified GCN compatible black Wii. Is there or could there be a piece of homebrew that allows DVD video playback on that type of console?
