- POLICE Magazine has teamed up with Lt. Kevin Dillon, a retired officer and trainer who developed the L.O.C.K.U.P. system, for a video series focusing on police combat strategies and tactics. In this segment, Lt. Dillon discusses the importance of effective communication with the public, subjects and detainees.
I do believe that effective communication is very important not only for any law enforcement officer but in all careers. Thank you for the valuable information.
This is a great video. I preach the very same thing to my deputies everyday. Treating a person with dignity and respect isn't sign of weakness.
As an ER nurse I found the same to be true. Treat people with respect and kindness and they will not forget!
+gbsofakingcool Same is true for medics out on the street. Passive insults goad the mildly altered agitated assault patient. Once they're alone with you they respond by trying to recover ego in verbal or physical means, or by finding common ground with someone that preserved their ego. One way is a fight, the other a walk in the park. You don't have to like rude people, you just have to get them transported or discharged. I'm sure you can appreciate the medics bringing you a calm patient rather than a pissed off patient. To me it's a chess match; and I win with less effort and paper work.

I trained with Kevin Dillon a few years ago to be an instructor in his LOCKUP program, he is a great teacher and mentor for anyone that is either in or thinking about pursuing a career in Law Enforcement. He truly cares and dedicated his life to making people safer, Law Enforcement AND Citizens alike.
What was said in this video really has me thinking. I want to help people and be there when I can. And Positive communication is also a way to get the public to trust you.

enhanced interpersonal communication skills are fundamental assets that can/will determine the outcome of the situation at hand and possible future occurrences. this is a great video and i love how you added personal experiences to elaborate. there are so many physical intervention / use of force videos on youtube that give the general public preconceived allegations towards law enforcement/correctional staff that portrays stigmas of brute force and excessive use of force. Not enough of these effective communication videos on here. good job sir!
Kevin is a great trainer and communicator. I have taken a couple of his classes at ILEETA a few years ago. For the young & aspiring police officers out there, burn the words of this video to your memory. Treating people respectfully and with dignity does not diminish your safety and tactics if you do it right. I too have had a former arrestee pull a guy off my back later in a large group fight. Several times I have had people I've arrested come up & thank me for treating them with respect in arrests from decades past. My coworkers let them smoke before going to jail. They are calmer and compliant. In the winter, we'll let them get a jacket and shoes before taking them out of their house on a domestic arrest. It's the little things, people!
this is a great point. plenty of officers would have difficulty getting someone to piss on them while burning.
Correctional officer here; respect is free and it saves you a lot.
It especially goes a long way when your subject isn't used to getting it from uniforms.

This is very good advice. I hope more people take it.
One thing that has to be realized is that courtesy helps prevent making a situation worse, but it doesn't make a bad situation better. On contact everyone makes those fight or flight decisions based on their intents and their perception of an officer's level of competence and if they are going to work with the officer, or try to game him. Officers who rely too much on communication tend to be way behind on their response times. You can't do one or the other, you have to keep both mindsets going simultaneously.

Weaker minds treats everyone the same. Due to moments where their kindness was viewed as weakness. There for they play the safe bet and reflect rudeness all around. These people end up taking that mindset home and making everyone around them miserable.

Vocabulary matters.
The important thing is that your body language has to reflect your respect for authority.
It's a civil responsibility. Without it, your rights are stripped away and circumstances take over your whole life.
Know what title the officer you are speaking with has. Be polite. Be cooperative. Show respect.
Without knowing how to express the right words, you become a victim.
I have called 911 to find the owner of a stray dog, help me lift someone off the floor and find out if someone was abusing my mother while I was kidnapped with the help of local and state government.
I should have called the federal government, if I had known who to speak to about my situation.
You become stuck.
I was taken for a year!
The state was aiding the operation with their money.
Thank God the police were always available to help me survive.
Every time a person in captivity is found to be calling the police, someone reports it to someone else, then you get dragged away in a paramedic ambulance for 3-5 days.
It's an abuse of the baker act.
It's illegal.
The baker act is supposed to be used for someone interested in suicide or homicide.
It's a rotten business and law enforcement is tired of aiding local and state governments perpetuate the injustice.
Relatives assume you are being "taken care of" or rehabilitated.
Your parent think you were taken away for being mentally insane.
Your friends are too busy to contact you.
Your neighbors become scared that you'll blame them for being taken away.
It's an animal farm.
My advice to people who talk to the police is to just start crying and let the police officer know the whole story of when the injustice occured.
It's a whole organized crime!!!
It's human trafficking funded by national insurance companies.
Currently, 2024 Healthcare doesn't want your money. It wasn't to "take care" of the burden which is your life from beginning to end.
Please, let's keep jargon, terminology, vocabulary and nomenclature in the right places.

This communication technique work with those who have sincerity behind the words. You cannot teach kindness or caring, that is what an officer should already have.
Those who fake it especially well should not be police officers because that makes them sociopaths.
Simple enough, treat law abiding people who are having a bad day, with the respect that you would want to be treated with. Criminals should be treated like criminals.

Too bad this even has to be taught. I know some guys who seem like their goal is to flex their authority on every encounter. There are times for that for sure. But, most of the time I like to get people to thinking am doing all I can for them. 95% of the time when I write someone a ticket they will thank me because I make them think I am cutting them a break and I don't lecture them. Even when arresting someone you let them know that their cooperation with be mentioned to the magistrate.

So is it standard procedure for every single cop to lie? Because based on my experience and what I’ve seen you get more convictions out of lying to people then you do telling the truth.

Funny because all of the officers that worked with and under Kevin at the Wethersfield police department have no communication skills what so ever. I have personally witnessed the over reach, violence and over active trigger fingers of the Wethersfield police. Ive witnessed an officer come out of the dispatch office gun drawn and threaten to arrest a citizen trying to make a complaint if he didn't leave. Ive witnessed an officer hit a disabled man in the knees several times with his baton because he couldn't spread his feet far enough apart. Ive witnessed a police officer utilize the services of a prostitute while on duty. Ive witnessed an officer lie on a police report and Kevin as her LT stick up for her even tho her entire case was complete bullshit. I can go on for days with the things his officers have done to people. Kevin Dillon is the last person that should be teaching anything to anyone.
Sadly, more and more cops have become MORE aggressive and less effective communication. In addition, more and more cops are using deceptive tactics to violate people's constitutional rights. Many honest law abiding citizens are handled aggressively by cops who are overstepping their bounds. This is more and more common now that people have dash cams for their own safety. Cops seem to hate being recorded even though they are recording.
This kind of comunication doesn't help when you are giving unlawful orders to civilians.
