The game controller belt is a reference to 2007 The Simpsons Game, where he goes as Bartman and has that belt.

He does appear briefly like this and with the skateboard (sans the red stripe) in the Simpsons arcade game after you die, it's the come back animation.

I don't remember him using the skateboard while on costume, but I do remember that back then they sold solid minifigures, which included a blue-dressed Bart with the Cowl on, riding the skateboard in a "T-balancing" pose. Maybe it's a throwback to that!? Idk...
