10% quorum is to be strictly of that particular house or can the members from the other house can complete the quorum as they have rights to take part in the proceedings

Sir you wrote on the board that during the removal of chairman of RS, chairman can vote at first instance BUT according to INDIAN POLITY BY M. LAXMIKANT -- chairman can't vote in case of removal

Sir, can we achieved the Quorum in R.S by participation of memeber of L.S and vice-verse.
No..that will disturb the checks n balances. Also,the very ground on which members of LS n RS are elected would be violated. The purpose would not be achieved.
This is violate the concept of division of powers...
Sir, Chairman is not the member of rs so he is not from any state, he can be trusted to remain unbiased. But in his absence when dy. Chairman acts as a chairman, then he is from one of the states, How can he be trusted to remain unbiased?
Its the responsibility of the Deputy Chairman to remain unbiased. Afterall he is the Chairman now!
Take this case just like that of President. A President,when elected,goes above all the political parties

Sir I have one question..In lok sabha also, big states have more seats than the smaller states.. So big states dominates in that a way.. Why the founding fathers of our constitution choose the speaker as the chairman of lok sabha, who himself becomes a member of the lok sabha.. Plzz reply..
Because there are direct elected representatives in lok sabha ...not so in rajya sabha who are in indirectly elected
@@aishwaryaprakash6046 because lok sabha members are elected by people that means they have the confidence of people that whatever they do will be for well being of their state, unlike Rajya sabha where elections are indirect thus no confidence of people thus there is a need for unbiased proceedings.
