Like RS also if the post of speaker and dy. Speaker is absent. LS will prepare a panel of chairman ( 10 members) and one among them will preside the meeting.
Vice president i.e p.o of rajya sabha can not be biased because he is not the member of rajya sabha but if he is absent then deputy chairperson will be the p.o of rajya sabha and he is also a member of rajya sabha. Then there is possibility to be biased at that time
Usually the mp by ruling party always becomes speaker and opposition don't even nominates the name, because already the ruling party has majority in lok sabha, so it's understood that only ruling party's choice will win election and become speaker...
In other word or in simple way Article 110(3) gives the government power to by pass Rajya Sabha to pass any bill whenever required....isn’t it a loophole.??
First of all the deputy post of rajya sabha not called speaker it is called chairmen or presiding officer then the answer of your question is yes he is also have right to take position by the choice of the chairman

Because Parliamentary secretariat works under superintendence of Speaker of LS, so even if LS gets dissolved, Speaker keeps directing the Parliamentary Secretariat, as its work can't stop...
If the govt dissolved before or after 5 yrs terms,,the speaker still his/her office untill the new govt came this duration he/she called as pro term speaker..he/she also doing the election process of new speaker...this process continues every after new govt forms
@Naresh sahu it's not like that on the first day of LS the incumbent speaker will resign and the president will appoint a protem speaker and he takes oath before the president. All MPs will take oath before him and he will fix the date for the election of the speaker.

Please clear my doubt, if the speaker and deputy speaker is absent which authority appoints them?
Then the presiding officer is elected among the LS members by LS members...
Add time lapse 4:34
Sir, can the opposition Members of LS give nomination for the election of the new speaker of LS ? Or else it is always from the winning party.
it is done from the majority party. usually speaker is chosen unopposed, if therer are 2 candidates then there is a vote that happens
Usually the mp by ruling party always becomes speaker and opposition don't even nominates the name, because already the ruling party has majority in lok sabha, so it's understood that only ruling party's choice will win election and become speaker...

@Prince Kushwaha not necessary as aadhar bill was passed as a money bill
Does council of Minister or cabinet advise him?
doubt: do the members of the RS get to choose their vice chairman? like the members of the LS get to choose their speaker and deputy speaker?
Yes, deputy chairman is elected by the members of rajya sabha
If speaker rejects a motion, can it be challenged in a court?
Can Nominated Member of Rajya Sabha become deputy speaker... Plz answer sir

Why speaker's office does not dissolve with LS? Please anyone?
Because Parliamentary secretariat works under superintendence of Speaker of LS, so even if LS gets dissolved, Speaker keeps directing the Parliamentary Secretariat, as its work can't stop...
Could Anyone explain from 17:45 to 17:55?
If the govt dissolved before or after 5 yrs terms,,the speaker still his/her office untill the new govt came this duration he/she called as pro term speaker..he/she also doing the election process of new speaker...this process continues every after new govt forms

who administers the oath of speaker?
No oath
Speaker is a mp so he administers oath of an mp before president. Correct me if I am wrong
Ye to btaya hi nhi ki how speaker is removed??? By which majority
Effective majority
At 20:00 ,is it joint session or joint sitting? Anyone plz
Joint sitting but he told joint session
Joint session is correct in which Speaker is P.O

@@Akash-tl6rm lakshmikant m bhi galti nikal di bhai ek no.
Effective Majority means majority in total membership of the house, while absolute majority means majority in maximum strength of the house...
However in most of the cases, Effective majority remains equal to absolute majority, thatswhy people interchangeably use both words, but it's not...
