For Aflred users: I don’t know what exactly, but likely a combination of the solutions present here and toggling off and back on the “Ignore File Lists from other Apple devices” seems to have fixed my issue. Also, make sure “Ignore Text and Images from other Apple devices” is NOT ticked. (It wasn’t on my system, but this is the issue on your system if it is ticked.)

turning off hand off, delete keychain access, removing the com.apple.coreservices.useractivityd.plist file, then reboot (without the need to safe mode), then turn on handoff. WORKED! Macbook Air M2 + Ventura.

Same WI-FI and Bluetooth “ON” on all devices. Same Apple ID login on all devices. This is the first thing to do when copy paste is not working between Apple devices.

wow, thank you so much. This worked. I was on ventura 13.3 and didn't have the ClipboardSharingEnabled with 0 or 1. However I still ran the command to add the key with value 1. Additionally as suggested by @mp0wa, I 1. Turned off allow handoff(settings->general->airdrop and handoff) in macbook. 2. rebooted macbook 3. rebooted iphone. It worked like a charm after this. 👏
