they are not quite my favorite, but the gene splicing is an amazing ability, in maps with plenty of minor races (specially haroshem and amoeba) you can basically cover the extra food consumption with assimilation
As new comer to the game I've found his AI to be strongest in the game in normal mode. Some how he able to expand and colonize so many planet in short time as if he can summon colony ship out of thin air while I still struggle at building my second colony ship as Riftborn. He also dominate all other AI at late game and some how away form an alliance with Lumeris and me it's like this every time I play. ...
Horatio are kind of terrible early but incredibly oppressive later on because of how many stacking bonuses they get. If they ever kill off another player and take their systems they will suddenly become much stronger. You beat Horatio by bullying them early on and denying them control of minor civilizations
People think Horatio is xenophobic because of the genocide of other species. This isn't true! Horatio keeps their trait bonuses because the best aspects of those people get to live on as Horatio. It's not genocide, it's assisted evolution. Eugenics, baby! The only ethical question you should be raising is why we aren't doing this sooner. : )
The main reason people don't like Horatio in general there's allot of minor things you have to manage. The three laws you start w/ the reason you start w/Influence, this isn't a put on Toys for Boys and forgot it type of race. First 7 turns on normal speed goes like this, Toy for boys for early FDSI and Pop on turn 8. Build Drone networks 5^ turns. follow up w/ a Cerebral, (colony ship if found a system w/ T 0 and 1s and /or hot planets. 2nd strategic (production) Luxuries (production) 3rd.. Which is most important for early Anomalies. )) Anomalies are most important to find. Green Bill Act gives 5% FDSI bonus to all Horatio in the System if one Pop is working a Planet w/ an Anomalies. *** yes this can stack *** or... you can interact the infinite Propaganda 1 turn = 15bonus food 2 +25 food. When the first population comes up Governor should be back w/ the +2-F +2-P overseer ability is actually +3 +3 bc of the Dictatorship (1.5x the Governor Abilities) After Reaching Turn when your Governor is coming back TURN OFF TOYS. -10% Production on it You can turn on Green Bill for Extra Food +2 per pop = Horatio now give 6+2+3+2*3+11 Zevali 10(DN)+10(Governor lvl 3) =70 food a turn For finishing Drone Networks Early and taking the +3 +3 FP on your governor .. your actually at 43+12+10 at 65 production. 5 turns for xeno plant to finish. Onto the Micromanagement of making Outpost. -- don't colonize just bc you want to expand... Quality first always. When Colonizing a Outpost the Boost both of the Outpost Outputs that Cost you Credits and Influence... -- Micro-- every 3rd turn Propaganda and (Toys) should be turn on when the Ship from the Capital ship is leading from the Capital. This will increase how much each Load Can take. Essential Higher Food at home = Quicker Outpost... Upbringing above equation +15% Empire and Propaganda 97.75 food.. But-- here's the kicker.. Toy for Boys is your Expansion tech.. When you have something big in the que back home-system your Outpost will be take double the time like normal races. Turn 5 quest is important you take the Production of the 5 ships.., this gives all your 'Original Population +4 Production.' For early fleets 2 Hunters 1 Scout 1 Guardian.. -- take trophies battle card w/ the Rare Earth Foams support model for 20 science per flotilla defeated..
