How is it possible to completely ban all motorcyclists from riding on the sidewalk? They typically use the sidewalks as a shortcut or to create their own convertible lanes, with no regard for the safety of others. Because there are no police officers present, I'm not sure the new demerit point system will be able to handle this situation.
