Dredd is extreme, but fair. In both movies and the comics he gives criminals a chance to surrender. He also doesn't bother with petty harmless crimes, as long as you're not putting people in danger you're beneath his notice. Catwoman would be fine because Dredd would be more worried about extreme villains like Victor zsasz and the Joker.
There has been a couple of moments in the movies where he wasn't preoccupied with a heavy crime and took those free moments to address lesser crimes he noticed. Dunno if that's in line with the comics, but movie Dredd does enforce smaller crimes.

This was evidenced in 2012's movie "Dredd" where he's showing a potential new judge, "Anderson", the ins and outs of the profession when both spot a vagrant unwisely loitering under a blast door. Anderson suggested prioritizing the homicides at the block known as "Peach Trees", which Dredd agrees while giving the vagrant a fair warning to vacate the area by the time they come back or face time in the Iso-Cubes. A warning that, if it had been heeded, would've saved that vagrant's life since he later gets crushed by the previously mentioned blast door.

Not Dredd accounting for "it", but the Justice Department. Part of their daily function is figuring out preventive measures against crime, including trying to hack or bypass their equipment's security measures. And if Batman were to find a way to defeat the "justice tech" security, they likely figured a way for Dredd or any Judge to wrestle control back pretty easily or quickly. For example trying to trick the Lawgiver to SD with a fake hand, the weapon may actually "see' through that and not SD. I mean would it not be possible for Dredd to have a Chip, on top of a pulse, nerve energy signal, Wears gloves of finger and palm prints are out, voice key and likely has to talk to his weapon once in a while ("Check inventory"). So, do not expect your plans to work against Dredd. He is not untouchable, but there is no "push button to disable" weakness to Dredd.
What I find ironic about this analysis is in the Dredd movie (yes, there was a movie) Judge Dredd followed the spirit of the law more than the letter. In one scene, two kids managed to catch him off guard and instead of killing them, as the law dictated, he instead used stun rounds on both of them.
One thing Batman's not accounted for here is the difference in timelines. Tricky, because between the events of of Judgement on Gotham and Die Laughing, the DCU went through Zero Hour; and between Die Laughing and any possible future crossover, there's been Infinite Crisis, Final Crisis, etc, etc, etc. But to cut a long story short, Dredd aged just under a decade or so between the first crossover and the last. It'll be another twenty years at least since then, as the Dreddverse advances a year for every real-world year, while the DC timeline's much more elastic. Any version of Dredd Batman encounters now will have another two decades of combat experience, with rejuve treatments to mitigate the effects of aging. For Dredd, 80 may as well be the new 40. The Dredd he fights now will be craftier and more adroit than the Dredd he scuffled with then. While Batman's obviously got terrific levels of training and experience himself, Dredd is just scary and at least as tenacious. Bats would do well to use his gadgets to buy himself as much breathing space as possible and spend as little of the fight as possible within reach, after putting his Lawgiver beyond use. Force Dredd to have to chase after him while using his jumpline and weapons to wear him down.

And if Batman were to find a way to defeat the "justice tech" security, they likely figured a way for Dredd or any Judge to wrestle control back pretty easily or quickly. For example trying to trick the Lawgiver to SD with a fake hand, the weapon may actually "see' through that and not SD. I mean would it not be possible for Dredd to have a Chip, on top of a pulse, nerve energy signal, Wears gloves of finger and palm prints are out, voice key and likely has to talk to his weapon once in a while ("Check inventory").
So, do not expect your plans to work against Dredd. He is not untouchable, but there is no "push button to disable" weakness to Dredd.
And even if you do take out his bike and handgun he's still incredibly formidable without them.

What I find ironic about this analysis is in the Dredd movie (yes, there was a movie) Judge Dredd followed the spirit of the law more than the letter. In one scene, two kids managed to catch him off guard and instead of killing them, as the law dictated, he instead used stun rounds on both of them.

One thing Batman's not accounted for here is the difference in timelines. Tricky, because between the events of of Judgement on Gotham and Die Laughing, the DCU went through Zero Hour; and between Die Laughing and any possible future crossover, there's been Infinite Crisis, Final Crisis, etc, etc, etc. But to cut a long story short, Dredd aged just under a decade or so between the first crossover and the last. It'll be another twenty years at least since then, as the Dreddverse advances a year for every real-world year, while the DC timeline's much more elastic. Any version of Dredd Batman encounters now will have another two decades of combat experience, with rejuve treatments to mitigate the effects of aging. For Dredd, 80 may as well be the new 40. The Dredd he fights now will be craftier and more adroit than the Dredd he scuffled with then.
While Batman's obviously got terrific levels of training and experience himself, Dredd is just scary and at least as tenacious. Bats would do well to use his gadgets to buy himself as much breathing space as possible and spend as little of the fight as possible within reach, after putting his Lawgiver beyond use. Force Dredd to have to chase after him while using his jumpline and weapons to wear him down.
