Seems like a real lack of leisure plays a big part in this city. There are no parks, dogparks, playgrounds etc.... Also, you had only one access road? I would have connected left right center all roads to any highway nearby, to get in as many cars as possible.
The train station. It could bring thousands of people into the city.
This mod really only works well in sandbox mode. It seems like the infinite demand mod works if you have infinite money.
