The tune that comes on first when I play this video is, I think, the one that was used for Children's Favourites (Puffing Billy?), followed by Barwick Green (The Archers). In Party Mood (Housewives' Choice) comes third.

I don't know the tv programme.
34:55 is "Calling all worker's march" by Eric Coates, but that's the only one I seem to recognize so far.
