This is what Bond hears in his head during the levels. Yes, he's a 00 agent and has a license to kill but at the same time he's being sent in the middle of Siberia behind enemy lines, all by himself. If he survives, he goes on to do another assignment. If he dies, he dies alone, Nobody will ever know he died except the enemy, who is outnumbering him 100/1 by the way. For us, it's just us blowing shit up and killing soldiers with awesome music. For him, it's constant stress and tension with a 50/50 chance he'll pass away trying to save the world.
I agree with you man, as you said the missions that Bond does both in the movie and in the n64 game are very stressful and can cause bond's death, And for me this glitch of the low volume of 007 goldeneye 64 represents for me too the what goes on in Bond's head, because even though you are the best secret agent in the world, deep down you have a nervousness in the mission you carry out that can cause your death, as you said again, we only care about accomplishing the objectives of the mission and kill the soldiers but many people never noticed how Bond's psyche is during the missions
