You can easily capture milkyway with your phone... Please set setting like this iso 3200, shutter speed 32 sec. wb- 4500k... AF- 1.. Use 3 sec timer for shake free experience. use tripod .

For removing noise : lightroom cc -- noise reduction --set value +40.

1)
If you want to remove noise from photo. Download and install Adobe Lightroom Cc from play store. Import photo which you want to remove noise. Go to noise reduction option. Drag slider and set value +40. Your noise will be remove.
Or
2) Update to version, It may be bug/problem in software. If there is software issue then there is chances of solving this issue.
3) If ur hardware producing noise then, we cant do anything.
Hope your problem is related to software.
