Actually, the court scenes are from a skit called "Clown Court" in which Noel Edmonds plays a judge presiding over cases of characters from various shows, and bloopers from shows are show as evidence. It's basically an excuse plot to show bloopers.
This is a sequence called "Clown Court" as stated below. One of the worst "offenders" was Sylvester McCoy then playing Doctor Who. To clarify, it is actually from Noel Edmonds Saturday Roadshow which lasted for three years (1988-90) between the demise of The Late Late Breakfast Show (1986) and House Party (which began in 1991).
