After Regina got rid of her evil persona aka The Evil Queen the ashes went over to where "The Dragon" was and she ripped out his heart and said to it that "the evil queen is back" so it's not Regina who's going to be causing evil it's the part of Regina she got rid of is going to be causing all the problems this season. Cause' the part Regina let go, the evil she let go is pure evil
