The city and police will clean up a block and remove this behavior but within minutes of leaving more come. The issue is the drug problem. California is a populated state. If you put all drug offenders in jail then the jails get overcrowded. Now you have a dilemma of releasing low offenders like drug addicts or hardened criminals. The system is broken. Needs to come up with a better way to deal with addiction.
I grew up there my momma still lives there and am always scared for her safety and unfortunately these cops know and don’t care to do anything because the reality is the newsom laws wouldn’t put these guys away they would go to jail only to get released the next day on DA reject because it’s a misdemeanor to have drugs that are personal use ..

Back in the late 70s and early 80s, my parents used to take me and my brother to that park. Nowadays, you can't even take a walk at the park without watching someone hitting a pipe, shooting up, and getting beat up because of drugs.
In 1976-1977 I would attend and work at the concession stands for the 2-day Festival in Black held annually at MacArthur Park. There was lots of free entertainment and ethnic food choices. I'm m 64 years old now and yes the neighborhood has changed.❤🙏
It’s so easy to judge or criticize a drug addict. We don’t know what awful experiences encounter in life. Most of them are doing drugs to numb or escape a painful reality. If only we could invest more in Mental Health we could avoid going down this destructive path that once you get caught up in it, it’s so hard getting out. If anything instead of criticizing a vulnerable struggling persons live, be grateful that you aren’t struggling as hard as they are.
Or LA County could stop giving out meth pipes and arrest shoplifters. Spending more money on services they don't want and can't be forced to use is pointless.
