There is a book in Chronicles of Darkness first edition called Damnation City, it's a great tool to build your own city that fits on the mood. Great video.

As someone from Toronto, (by way of mid-eastern Ontario) that is a fantastic idea, Toronto is a great setting for anything World of Darkness.
