The main issue is it took Firewalk 8 YEARS to make an Overwatch clone during which time the hero shooter market has evolved and Concord was too little WAY WAY WAY too late.
Especially since OW2 dailed to deliver on planned content that justified the "2," like PvE stuff. If the devs at Concord went, "Wait, we can actually do what OW failed to do and include PvE content!" They would haven't gotten big still but they would have at least something to show for it.

Game Pass bled players and stagnated like crazy. Which led to the CEO slapping his own face with the shut down of 2 studios despite saying otherwise. Still hurting for that money from that deal last I remembered. Microsoft was in danger of shutting themselves down from being in the red

In fairness, I didn't get the impression that Concord was a _bad_ game, lack-luster character designs aside. It just wasn't, "Whoa! Hold the phone! Drop everything else, and put all your time, money, and attention into this!"... And it needed to be. A functional, mediocre shooter that cost multiple hundreds of millions of dollars, pushed into a crowded market, aimed at the increasingly chimerical "modern audience", to predictable results. Chasing the trends that seemed popular at its conception six years ago, right off of a cliff.
Nevermind the bad designs, it was a bad game across the board. First off, the Hero Shooter genre is too bloated, chances to succeed are already slim to say the least. Then there is the money invested into the project, $400million. Considering their more than lackluster player numbers, they cannot even hope to breakeven cause that is now an impossible feat in of itself. And there is also the fact that they tried charging this as a full priced game while other games in the genre (Which, again, is bloated) are free so their competition has already won in regards to attracting players.
