Well he was given prototypes and he used them in the utmost harsh environments.

It actually felt evenly matched (although that's likely because they are basically the same in this game, lol)! :D 2. (Enforcers, heretics, or bosses)! :P

They take time to charge up and the spartans stayed still most of the time whilst charging, and had to stop if a teammate got in the way, which happened a lot because they were all on the same level and at the back meaning it was impossible to get a shot off before the fuel rods at the top back of the elites could just fire over and kill half of the spartans....

The Spartan laser and the fuel rod cannon are not equivalent. The Spartan laser has barely any sort of splash damage.
