I had a bit of laugh when it was revealed that the suspect was in Köpenick of all places.
Here's something people from outside of Germany probably don't know: There is an old famous theater play from the time of the Prussian military state called "Der Hauptmann von Köpenick" (The Captain of Köpenick). It is about a man who went and bought a military uniform and then just started ordering people around as if he actually had rightful authority to do so. (I think it's based on a true story.) To this day, this is still a bit of meme about people just pretending they have a position of authority when they really don't.

    • @Zwangsworkaholic

it is a true Story - the Man was called Wilhelm Voigt (aged 57 at the time). in 1906 he got four grenadiers, one Sergeant and six further soldies to occupy the citiy hall, arrest some officials, confiscated 3500-4000 marks (sources are a bit hazy, but that would be around ~22.000-25.000€ today) - with a receipt, which he signed in the name of his former jail director - and made the soldiers take the officials to the Neue Wache in Berlin for interogation while he got away (at first) on a train. One of the great tidbits: The city hall did not have all that money on hand and actually got the difference at the postoffice.
He only was found out because a former cellmate snitched on him.
The Kaiser himself pardoned him on august 16th 1908 and Voigt got to capitalize on his fame, with a wix figure, a tour with a variety show and his own book.
Honestly, the whole thing is one of the greatest heists of all time, if you ask me.

Not frequent, but not uncommon. I was part of an investigation of a very similar nature here in Canada in the early 2000s. Unbelievably, this was a private pilot with a grudge about commercial aircraft noise over his house who decided to take things into his own hands. As you mention in the video, we too were many weeks locating the exact source for the same reasons. In the end it involved law enforcement from Federal and local police, Federal regulators and of course ATC and technical operations. Stupid doesn't begin to describe his actions.

For all the comments hoping to see charges on attempted murder, I'd like to say that this is - sadly so - highly unlikely. Murder charges are handled restrictively and need specific traits to be qualified as murder in German criminal law.
I am still a law student so my opinion on this might not be 100 % accurate as I am not a prosecutor. But I can assure you that we have specific laws that forbid people to interfere with air traffic. The one article I'm thinking about has a maximum sentencing of 10 years.
I agree that this is highly dangerous and also reckless. 10 years therefore may sound like nothing, but I wanted to give everyone in the comment section a very brief legal view on this.
I'll be looking into this case if it proceeds to trial.

But that is a big deal to reach current communication simplicity, price, reliability and standartization worldwide. Will be hard to reach same with digital. Digital has some latency to start with.. In todays automation world it makes more sence to implement some standardized secure digital command authorization protocol integrated into dashboard or even autopilot and leave radio for chatter. @hb h It's difficult but it's doable. Some transition period, where two forms of communication are present, old radios for backup etc. I think cost wouldn't be so much a factor(Boeing lost more on 737 MAX case), as would be negotiations to work out common standards. Digital has some latency - agreed, but are these 10 miliseconds so important in a world where everybody repeats orders, and does everything with so much forward thinking? And don't forget digital would have much better quality which would mean less repetitions. Look for aforementioned Kennedy Steve or any other ATC transmissions on UA-cam - how many times they ask for repeating an order or simply make mistakes due to poor quality audio. And what about situations where transmissions are "stepped on" (two transmissions at once) which makes them unintelligible - happens a lot in a crowded airspace.

Regulations will take time to be updated and tweaked to the new standards worldwide, and companies will make equipment as cheap as possible, barely passing those immature regulations, or not even. It would take a concentrated worldwide effort to make the change with minimal casualties, one I'm not sure the world's bureaucracies are capable of.

There are quite a lot of us ham operators, we would happily aid law enforcement with triangulation. We have the gear(not the radios, only antennas. We don't want to own gear that can transmit at aviation frequencies) and the know how. The second thing is that aviation really should start moving towards digital and encrypted. This would squash two bugs at the same time. It would secure the comms and digital is lower bandwidth too. 73, OH6CCH

@@TealJosh The aviation environment will not work with digital, much less encrypted. Like ham radio, the communications take place in a community setting. In the ham world, talking over somebody still produces an "oops" and an invitation to retransmit if it is heard. If not, the stepped-on one just waits for a lull and tries again. Aviation is a lot like that, but the chitchat is replaced by important messages.
My ham days were brass-pounding and homebrewing; aviation crowded those out. When I looked for a job that paid more I started in an electric utility... communications and eventually IT. There I started with simplex FM and sometimes repeaters. Stepping on people was reduced by lower use. Those were replaced by trunking, same use considerations. However, we had interference problems along the Mexican border and from some taxi service. Turning on authentication changed the interference into denial of service. I can't see any of that fitting into aviation.

This person most very likely knew what he was doing was illegal and thought he wouldn't get caught, if he was also actually aware that this was a serious risk to life and property then the situation becomes a deliberate act of terrorism, not some numpty having a bit of fun thinking he wouldn't get caught. We already have solutions for this; the military have been using them for a long time. Unfortunately, in civilian use amongst a huge number of unrelated users and organizations, key management becomes a nightmare, causing far more problems than the authentication solves.
If you know for certain you'll be facing plenty of attacks, and you're military anyway, losing a few aircraft because the authentication systems failed to authenticate someone they should have (say, because someone loaded the wrong keys into a device) is something you can live with. But in civilian use (and, again, amongst a vastly larger group managed by many unrelated organizations), you'd have a lot more incidents where radio contact was blocked by key management failures, yet far fewer motivated, well-resourced and competent attacks.

For at least 90 years, static emitters could be easily found by triangulation techniques!

Even a mobile transmitter can be located via triangulation. And using a repeater, or even multiple repeaters is no guarantee of not being caught!
Even here in the USA the radio equipment for VHF aircraft band is under pretty good regulation as to who (licensed pilots), can buy the radios.
Of course those who are determined to have the equipment can always acquire it by theft, or by just building it.

As a VFR certified pilot in the US who has taken IFR lessons, I can't reiterate how absolutely dangerous something like this really is. As a student IFR pilot, I was even more dependent in many ways on ATC than a professionally certified ATP pilot would be. I also had a lot less experience in determining the "jargon" as that is of course one of the things that one learns. Certainly at Berlin international and other class B airports that would not be a big issue because there is generally no instruction. However, in class C airports such erroneous and criminal "ATC" type communications could be catastrophic for both general aviation and commercial plans as there are instructions at such airports. So, more likely to have people who are just learning the interaction between pilot and ATC. Fortunately, many instructors might pick up such bogus communications. But the situation is extremely dangerous. I can not imagine someone even attempting to do something like this. He has to receive the absolute maximum prison sentence allowed and then the maximum fine on top on that. Such sentencing must be an example. This is a form of terrorism even if this individual didn't intend that.

One of the many facets of ham radio is what is called ARDF, Amateur Radio Direction Finding, an amateur radio sport that combines the skills of orienteering and radio direction finding. Hams practice this and become very good at tracking down signals. The FCC in America uses hams from time to time to track down unauthorized signals and transmissions. Two that come to mind are: two brothers that stole a forest service transceiver and started calling for help, saying that they were lost in the forest. After a big search for the boys, the forest service called one of the amateur radio clubs to see if they could help. One ham set out and tracked them down in a house in a California neighborhood, miles from where the boys said they were. In another case, a continuous signal was being transmitted somewhere in Texas that the FCC asked hams to try to track down. It was finally found to be a stuck data transmitter on an off shore oil platform.
The police might have caught this fake ATC quicker if they had tried a local ARDF group.

The triangulation at VHF frequencies is complicated tremendously by buildings. Some are concrete and only distort the location moderately, some use enough metal to make reflections a nightmare. There is another technique called trilateration, the uses time delay between reception of the signal at different receivers to locate the transmitter within meters. With 4 receivers, and accurately synchronized clocks (i.e. rubidium atomic clocks synchronized using GPS), and fancy math, it is possible to immediately locate the transmitter. The technique is more complicated, and uses more sophisticated equipment, (and to deal with things like reflections), but it is possible. However, it is likely such (mobile) equipment is generally only used by the military, and might not be available quickly to police or ATC. In fact there are few WAM (wide-area multilateration) systems used for traffic control and surivilance in US and Europe, i.e. in Colorado, Alaska, Insbruck and Czech Republic, where it uses nothing more than just TACS or SSR signals from the aircraft, and is basically totally passive (doesn't require any extra exipement on aircraft), accurate, and works in multitude of topographies. In fact, it is so accurate, that it is often used to calibrate other instruments, like altimeter. Similar (stationary) systems do often exist around radio exclusion areas, to track infractions quickly.

There are developments in this regard. Certain information does get relayed digitally , and "encrypted" depending on the type of instruction that has to be relayed, and the type of airspace that specific aircraft is operating in. Perfect example is CPDLC, it has been used for years now... The technology will improve in time and in par with the overall satellite infrastructure.

    • @resortsman

Digital communication already exists - CPDLC (Controller-Pilot data link communications). But open radio communication still exists and will exist for safety reasons so everybody around the airport is informed about the situation there. Disturbance on the air band is quite common and I think that no pilot blindly trusts the open radio communication and always checks if what he hears on the radio is in compliance with what he sees and can easily recognize false messages. But in aviation everything is crazy expensive and I think that this is the main issue here. The digital communication systems should be made available to any aircraft owner and by this the aviation industry should step into the 21st century. Even the poorest people can afford a smartphone in the 21st century so I think that there is no real reason why the digital aircraft systems are so expensive, except of the greed of their providers.
