Here is why varga is actually busted with dragon OT
Attack without paying skill drive 2
Ot stand and attack drive 2
Divine skill drive 4
Skill drive 2

Yes, i thought of it too, but sadly is very hard to pull off, Dragon Empirr doesnt have a way to stack triggers like Razael and Ketet Santactuary does.
Heck, with THIS deck in particular you have higher chances to draw your OT
