Was Jeremy Hunt's budget an improvement for the Conservatives?

Jeremy Hunt's budget has, I think it's fair to say, managed to fly under the radar, with the only thing change making the headlines being a commitment to allowing people back in to work, including new mothers, with free childcare for some youngsters.
