My question is, are children age 3/ 5 allowed taking the Holy Communion?

I live in Africa and majority of people are not baptised in the water but born again and filled with the Spirit . So they should not take the communion ?
If they’ve never been united in the death of Jesus (Romans 6:4-7), it does not make sense why they would participate in the death of Jesus in communion. My question is how can someone be born again without water (being baptized)? Jesus said water is required for the new birth. We have a video on the subject, and we’d love to know your thoughts.
