And you pneumatic tire users should be careful in the spring on roadways. While eager to ride early, the streets are often not swept until well after the snow clears. This leaves a lot of debris on the sides of the road where you typically ride. Flat tires are no fun way to start the season.
Probably in area with a lot of snow makes it difficult to ride. Where I am currently located, it doesn't snow often so I just ride like usual. However, I try to avoid riding when it goes below freezing temp.

Take it for a 10-20 minute ride outside. It’s the only way
Take off the deck, remove the green tape around the battery and cut off 15% of the wires if you want to reduce it from 100% to 85%

Some people do. It all depends. Nowhere was it said nor implied that one cannot ride in the winter. I rode mine occasionally last winter.
