Why did they make it so ridiculously slow?

That would be a question for the Jagex developers probably for play time. On release it was faster but they nerfed the exp rates.
Still it gets faster the more you level up around about level 90 is when it get's faster again.
Level 1 to 89 is a grind

Do i need to complete a quest? Because it says i don't have access to tier 2 talents but my necromancy level is high enough to unlock the ability.

If you have talent points and level requirements. Then it may be a quest requirement

At 0:40 I click on draw glyph on the glyph spot. It shows foundation glyphs and you click the down arrow you will see alteration glyphs

thanks for the feedback, I checked the settings its the same and listened to the feedback its fine on my speakers no static on my end.
Not sure, if it's just my channel only then its probably me but if its other channels too then might be your speakers or headphones getting old and need replacing.
