I'm just gonna use a mini D box sub panel with a 25 amp breaker . My house almost burnt down when my water heater kept popping the breaker at the fuse box ,

That sounds unfortunate.
The breakers " pop" for a reason. Sounds as if the device was malfunctioning.
My use for this application is to disconnect the device for service per NEC regs.
