What a total legend, from what I hear (about 999999 miles away from Canada) he wasn't an abysmal mayor, quite good in many respects, I've always believed if you can perform, what you do away from work is nobody's business, and I guess that isn't true in politics,but the fact that his life choices were so comically inappropriate, and he was such good entertainment value, he was more than a mayor. RIP.
