I think capture cards like these are a hit-or-miss. You might get lucky and get a good chip inside the same case, or get a very mediocre one. I have one of these but I can clearly notice small text being blurry at 1080p. Overall I think it's a really good device for the low price it offers.
I have two and it’s genuinely better than my elgato in many ways the newer ones are even better. I’ve tried a few however the best one is the iCan variant the vivitar WM one often just stops being recognized 100% can confirm it is acting as a webcam however as a bonus you can run it off of anything, even an iPad
wally's closed out a bunch for 2 USD each, been using for all sorts of thing. the ones i got (vivitar branding) output color bars when not input signal. My main use just have been using as a pip monitor.

I have this one too, I use it to capture my mirrorless camera output to PC to use as webcam or streaming with MultiCam...

Use a hdmi splitter to output on a monitor or TV simultaneously.
As mentioned, but at that point the question is what’s more worth it, a splitter plus this device or an actual capture card?

OBS is definitely easier and better looking if you're looking to just record your pc screen.
