I don't agree with some of your points or the comments (like licensing/insurance for bikes which is ridiculous) It's perfectly fine to cycle two abreast, but running a red light is inexcusable. But hypothetically if there were all of these silly rules for cyclists, this is Ireland which means nothing would be enforced anyway. I would bet that these cyclists are also terrible drivers. I really hope we can get this "online portal" up and running to report dangerous driving/cycling. Nothing is enforced here - except speeding, tax, insurance. Parking (and speeding also sometimes), right of way, are all ignored and nothing enforced

Yes, in many countries if you cycle on roads you need to pass the test and to hold a licence.
