They don't expect anyone would be stupid enough to walk right on their doorstep, and the door guard is just used to dickhead patrols coming back suffering from wasteland syndrome.

Wasteland perimeter outside of Navarro is a no go shoot on sight area. It's conceivable, that patrols have radio communications with the base, and are informed if any comings and goings are expected, and how would they look like, and if the party announced themselves on the radio. If you're not expected ( and you're not ) they shoot you on sight. ( I recall they have text popups with something like "go ahead" from the command to eliminate intruders ). Inside Navarro, they have Chris character put on stakeout, at the gas station. Base proper, is surrounded with a minefield. As I recall, if you don't waste Chris fast enough, he gives them heads up about an intruder, on the radio. And base goes on alert. When someone is able to pass Chris ( giving him a password presumably ) without a fuss, and traverse a minefield ( have prior information on how to bypass defenses ) - the guard at the gate just assumes you're supposed to be there. Which can make the enclave look a little bit incompetent ( which many of them are, when you think about it ). But it's not inconsistent writing.

I was debating with my friend today and he said the brotherhood was better than the enclave and then I said "without player choices" and he immediately chose a faction from a different game (umbrella corporation from Resident Evil)

Fallout 2 has got to have the best dialogue in the series next to Fallout 1. Especially since Low Intelligence can change dialogue with EVERY single character throughout both games.
Games were labors of love, much like New Vegas was... Shame that game only got 18 months of development, it could've been so much more. Even more shameful is how Bethesda has handled the IP. Fallout 3 was good for it's time but aged poorly. Fallout 4 is a lot of fun but it's a terrible fallout game... And Fallout 76 is obvious lol.

Especially the ending where you were forced to sacrifice yourself (or Sarah) even if there were companions that were immune to radiation. That was fixed later, and the DLC they added a lot to the game. The radio stations that Bethesda curated for the games have added a bit of life to the franchise that I feel was missing from the original games
I like to think that either the sergeant was so bored that he did the math of how expensive the power armour is in terms of paychecks, or that he's had to deal with this so many times that he's memorised the price of the armour.
