Want to fix the issue with the draft order and tanking? Implement 2 things: First, instead of looking at only the previous year's record, look at the past 3 years in totality. If a team qualified for the playoffs in any of the past 3 years, then they are disqualified from the top pics. For the remaining teams, just do it in reverse order: the non-playoff team with the best 3 year record would get the first pick, and so on. For teams that were in the playoffs, do it in worst-to-best record for either the prior year or prior 3 years.
Also, for goodness sakes, allow teams to trade first round picks.
