And since Accel Synchro tributes itself as cost, Dragostapelia's "negate" cannot affect it. What the guy could do is target Paces, reduce its level to 1, and the player can't summon Ghoti or any level 10+ Synchro monster.
Also, the Stardust that was Summoned is also unaffected. So for the rest of that turn, if you have enough mats, you could have an unaffected Stardust Dragon and an unaffected level 9+ Synchro.
in my opinion still fun deck because in master duel still rare synchro fish to support this archtype (the fish tuner make you synchro fish monster when summoned at opponent turn)

Not quite, it negates anything that has Predator Counter. Predator Counter in itself reduces anything to level 1.
Since the Stardust Accel go to GY, it no longer has Preda Counter, so it should be resolved
