What about James Madison? He was the one who actually formed the new government and how it was going to be setup. And all Thomas Jefferson did was write the declaration based on everything that was sai and agreed upon during the continental convention.
The Declaration of Independence was important in doing what it was supposed to do: Tell Britain we'd had enough, and that we were going to be fighting to have our own country. It laid out some of the principles and rights we as a people had decided mattered to us, and how that differentiated us from Britain. Once we had that country, we had to figure out how it would actually work. That's what the Constitution (Madison) gave us. They're two completely different documents with two very different purposes, and they're important for different reasons.
