The idea of bail is you can pay it to get out while awaiting trial (presumption of innocence until proven guilty by trial) and use you time while out to prepare for your trial and such. If you fail to show up for your court date the money is forfeit and you can face additional charges. Even if people know they are guilty they are more likely to show up for their court date if they know it is going to cost them a bunch of money AND they are going to get extra charges that make them go to jail even longer. How much bail is set at depends on the severity of the crime, the income of the defendant (if you are rich bail is set higher so you don't decide to just run for it because you can afford to lose the money), and if the judge decides you are either too high of a flight risk or too likely to hurt somebody while out on bail it can be denied and you just sit in a cell.
You (or family and friends) can contact a bail bondsman who will charge a service fee of 10 to 15% of what your bail was set us, they give the court the promise that they will ensure you show up for your court date, and they you are released until then. If you decide to make a run for it either the bail bondsman or a bounty hunter they hire will absolutely hunt you down and drag you back to that court date so that they don't have to pay out that full bail amount.
But people have complained that this isn't fair to people who are too poor or who have no friends and family to help them. So what is the brilliant solution a few state have come up with? Either let somebody out of jail with no bail paid or if it is a crime like shoplifting where you stole less than $1000 dollars they give you a ticket for a $200 dollar fine and just hope you show up and pay it. Yeah, guess how well that is going for New York and California.

The reasom bail exist is the same reason why a teen that drove over a woman and her infant is allowed to walk free and wont have a permeneant record once he turns 18 and is pretty mucha allowed to walk free, because law makers are shitty at their job.
bail has nothing to do with paying to get away from prison. It's a deposit to ensure you show up to trail, so they won't have to hold you detained until the trail, if you don't show up, you don't get it back. It sucks that it's not perfect and favors people with wealth, but we also don't want to hold innocent people in jail and ruin their lives if we believe they will show up and won't cause any more problems while awaiting trail.
I don't know the specific case you're referencing, but murder charges generally don't get bail, but this is also before trail, so the fact that it was murder or not is not a settled question. Also if a person cannot pay bail and is sentenced, their time custody counts towards their sentence time.
Most democratic countries don't hold people in custody until they have been sentenced, but not all of them have the concept of bail, it's often more of a general risk assessment based on the person, such as risk of flight, tampering with evidence or committing more crimes.
